The project reveals a contemporary architectural approach that provides a balance between service structure, social units, and open spaces through the spatial organization and brings together different uses by strongly internalizing the expression of being "under one roof". Being in such a regional center enables an active urban life where city residents and visitors meet, with its uses it responds to the dynamics of the city.



Challenge
Different sub-squares defined within the municipal square respond to the city's usage needs by creating diversity. While the city square defines public uses, the event square is designed for social uses that function differently according to different times and scenarios. The existing green plaza ground floor usage structure within the area ends by fading into the public tribune, incorporating the green pattern.
The social areas in the needs program are considered encounter spaces and are positioned according to the human approach. The planned scenario is a reminder that the service building, with its interpenetrating indoor and outdoor use, is produced not only for functional but also for social use.
Solution
In the municipality service building mass, which is designed in harmony with the existing tree texture and by organizing the units around the clear circulation routes, the need for natural light and diversity of use are provided with the proposed interior and exterior gardens. The intense use of the ground floor of the building is supported by the interior street layout, creating a permeable relationship with the open space and allowing the formation of a transparent life.
The nursery unit was considered a kindergarten in the area of the existing dispensary building. Where the existing trees serve as a buffer zone, the nursery is proposed in an isolated location with additional sub-functions, the playground, and the activity center constituting the children's corner.
